Namgyal Tsetan, a 26-year-old resident of Chushul District near Lhasa, was arrested for a second time in September 1987 from a marketplace behind the Potala Palace. He was detained at Gutsa Prison, where he reportedly suffered severe mistreatment, including having two lower teeth broken after being struck with electric cattle prods by police. After approximately one month and fifteen days in detention, he escaped from custody on 5 March 1990 while assigned to work at a Chinese policeman’s residence outside the prison compound. Following a difficult and dangerous escape journey, he eventually reached Dharamsala.
