- Description of event
The circumstances surrounding Mrs. Dekyi’s arrest and detention appear to be linked to her plans to travel to India to visit relatives shortly before her arrest in December 1991. According to reports, her home in Lhasa was raided without warning by between 10 and 17 officers from the Public Security Bureau Headquarters Unit One (Gong An Ting Chu One), and she was taken into custody.
Although the confiscated documents reportedly contained no political material, their seizure, together with her intended international travel and contacts with Tibetans abroad, seems to have raised suspicion among the Chinese authorities. An unidentified document from Lhasa dated 1988 is also cited as confirming her arrest, though its contents remain unclear. The involvement of Gong An Ting Chu One—a unit typically responsible for political crackdowns—strongly indicates that Mrs. Dekyi’s arrest was politically motivated.
