- Description of event
Mr. Lodoe Phuntsok, aged 53, is a native of Lhasa who was employed at the time of his arrest as a security staff member at Lhasa City Hospital and the Barkhor Local Police Station. He was arrested on 23 May 1993 at approximately 4:00 p.m. local time while at his place of work. The arrest was carried out by two armed policemen accompanied by personnel from the Lhasa City security forces.
He was accused of suspected involvement in so-called “counter-revolutionary activities.” Following his arrest, security officials searched his home and reportedly confiscated video cassettes and posters, which were cited as evidence against him. After his detention, Mr. Lodoe Phuntsok was taken to Seitru, an interrogation-cum-detention centre at Sangyip, located northeast of Lhasa near Drapchi Prison.
- Details of Violations Faced in Detention
Seitru has been widely reported as a site where detainees are subjected to harsh interrogation methods. Numerous reports indicate that torture was common at the centre, and that many Tibetans arrested for suspected political activities were held there incommunicado for extended periods. Mr. Lodoe Phuntsok was detained and interrogated under these conditions, raising serious concerns about his treatment and well-being while in custody.
