- Description of event
Ngawang Kyonmey, a 28-year-old monk from Toelung Dechen County, Tibet, was affiliated with Gaden Monastery. In September 1998, he was arrested by Chinese authorities on suspicion of engaging in political activities. During a raid on his residence, police reportedly discovered a portrait of His Holiness the Dalai Lama, a Tibetan national flag, and a letter addressed to the Chief of the United Nations Human Rights Council (UNHRC).
Following his arrest, Ngawang Kyonmey was taken to Gutsa Detention Centre, where he was subjected to prolonged interrogation and severe torture for several months. He remained in detention for eight months without formal conviction, a practice that contravenes both Chinese legal procedures and internationally recognized standards of due process. His detention and treatment illustrate the broader pattern of repression faced by Tibetan monks suspected of expressing political or religious loyalty outside state-approved frameworks.
