- Description of event
Lobsang Dawa, a monk of Gaden Monastery, was arrested on 7 May 1996 following the Chinese authorities’ imposition of a total ban on the public display of photographs of the Dalai Lama. During a “patriotic re-education” session conducted by a Chinese work team, monks at the monastery openly resisted the new restrictions. Security forces later returned with reinforcements, resulting in a violent confrontation. Approximately 40 monks were arrested on that day alone, with further arrests carried out over the following months. By August 1998, a total of 62 monks and one layperson had been detained in connection with the incident.

- Details of Violations Faced in Detention
Lobsang Dawa, also known as Lobsang Khetsun, was sentenced to 12 years’ imprisonment and incarcerated in Drapchi Prison. Conditions in the prison were reported to be extremely harsh, characterized by severe overcrowding, inadequate food, denial of medical care, and routine physical abuse. Former detainees reported that prisoners were subjected to torture, prolonged solitary confinement, and intense psychological pressure designed to undermine their religious beliefs and compel declarations of loyalty to the Chinese state. As a result of the sustained abuse and mistreatment he endured in custody, Lobsang Dawa’s health rapidly deteriorated. He died in prison on 20 May 1999 at the age of 31, less than three years into his sentence. His death is widely believed to have been a direct consequence of the severe torture and inhumane conditions he suffered while detained.
