Lhundup Monlam, a Tibetan monk born in 1971 in Gyaltse town, joined Gyaltse Pel-choy Monastery in 1987. He was first arrested on 16 February 1990 for pasting posters calling for Tibetan independence and human rights. He was initially held in Gyaltse prison for six months, then transferred to Nyari prison in Shigatse and later to Drapchi Prison. After a trial conducted mainly in Tibetan, he was sentenced to four years and six months of imprisonment, with an additional six months added due to an alleged delay in his confession. After completing his sentence, he fled Tibet on 9 December 1997, reached Nepal on 3 April 1998, and later arrived in Dharamsala in May 1998.

- Details of Violations Faced in Detention
Detention conditions were severe. In Gyaltse prison, four inmates were confined to a small, unheated cell with inadequate washing facilities, no proper bedding, and insufficient clothing. Conditions in Nyari prison were marginally better, with access to a window and forced labor in vegetable fields. Prolonged exposure to cold and confinement caused Lhundup to suffer persistent pain in his legs.
