Beginning at about 5:00 AM that day—the Dalai Lama’s birthday—Dorjee used an automobile to drive around the area and tied white Tibetan offering scarves (khata) to objects such as trees and utility poles to celebrate the birthday. According to the report ; he took between 1 ; 500 and 2 ; 000 offering scarves in the vehicle; the report did not state how many he had tied up.
