Description of event

Detained at the scene of the February 19 ; 2013 ; self-immolations of Rinchen and Sonam Dhargyal ; both of whom died on site. Ruoba was one of several monks reportedly obstructing officials; he was quoted as saying to a rescuer that one self-immolator was "not dead yet"
