- Description of event
Tsering Penpa, a 20-year-old carpenter from Phenpo Lhundup County, was arrested on 1 June 1989 at his home in the Ramoche area of Lhasa following a confrontation with members of the Wu Jing (People's Armed Police). He was initially detained at Dekyi Fa Tu Su Police Station before being transferred to a detention centre near Banak Shol and later held at Gutsa Prison. During detention, he was repeatedly interrogated and subjected to severe torture, including beatings with leather belts and fists, being forced to stand while officers assaulted him, having his arms stretched while being punched, and having his neck crushed between iron chairs. He was denied food after his arrest and pressured to identify other Tibetans involved in the incident. His testimony documents arbitrary arrest, torture, and ill-treatment of Tibetan detainees following the 1989 Lhasa crackdown.
